Kirk is the Senior Vice President of Development & Project Management for Franklin Mountain Management, LLC. In this role, Kirk will support FMI and its affiliates in managing existing and new projects and development opportunities.
Kirk is a native of the border region bringing over 25 years of diverse experience in government affairs/municipal land use planning, real estate development, the energy industry, and private sector consulting. Over the course of his career, Kirk master planned and received entitlements on over 8,500 acres of real estate, managed the construction of an 18-hole PGA Championship golf course, and found success with a myriad of projects through effective agency lobbying and planning efforts.
Kirk is a Registered Professional Planner and received his Bachelor of Science in Urban Planning from New Mexico State University, a Master of Business Administration from the University of Texas at El Paso and holds a Graduate Certificate in Public Utility Regulatory Economics.
